How Bintang came to be
Bintang grew out of a specific observation: that most financial education in Singapore is aimed at the young — at people building their first savings, opening their first investment accounts, navigating their first salary. Very little is aimed at the adult who has been working for two decades, has accumulated something, and now wants to understand what they actually hold and what to do with it.
Our founder spent over twenty years working in private banking across Singapore and the wider region. He sat across the table from many households over those years — households with complexity, with cross-border assets, with business interests, with adult children to consider, with CPF accounts they had not looked at carefully in years. He noticed that even people with significant financial resources often lacked the vocabulary to ask the right questions of their advisers, let alone to think about their situation independently.
Bintang was his answer to that gap. Not a financial advisory firm — we are not one and we hold no licence to advise — but a place of education, in the same spirit as an evening class at a good institution. A place where a working professional in their late forties can sit down with a printed reader, listen to someone who knows the subject, ask questions in a small group, and leave with a clearer picture of their own household.
We opened our room on Amoy Street in 2022. In the years since, several hundred Singapore adults have attended our programmes. We remain deliberately small.

Our mission
To offer Singapore adults in mid-life and beyond a structured, pressure-free environment in which to build financial literacy — specifically literacy about Singapore's own instruments and landscape. We measure our success not by enrolment numbers but by the quality of the questions our participants bring to their own financial situations after attending.

The people behind Bintang
Raymond Heng
Founder & Lead Instructor
Twenty-two years in private banking across Singapore and Hong Kong, latterly as a senior relationship manager. Raymond holds a CFA charterholder designation and brings a practitioner's depth to every programme he leads.
Li-Ting Ong
Programme Coordinator
Li-Ting manages intake scheduling, participant communication, and the preparation of printed materials for every programme. She has a background in adult continuing education and a particular interest in curriculum design for mid-career learners.
Suresh Krishnan
Guest Instructor — Tax & CPF
A former IRAS officer and independent tax practitioner, Suresh contributes to the Singapore Wealth Literacy Course on CPF structures, SRS tax treatment, and the estate planning considerations that come with mid-life financial review.

How we conduct ourselves
No advisory, no products
We do not hold a MAS Financial Adviser's Licence. We do not sell or recommend specific financial products. Every programme is strictly educational.
Participant privacy
Information shared by participants in sessions or private tracks is held in confidence. We do not share participant details with third parties. Our data practices are set out in our Privacy Policy.
Instructor qualifications
Lead instruction is conducted by a CFA charterholder with more than two decades of industry experience. Guest instructors are selected for equivalent depth in their specialist areas.
Clear terms of enrolment
Pricing, cancellation terms, and programme scope are communicated in writing before any payment is made. We do not use high-pressure enrolment tactics.
Current content
Programme content is reviewed and updated before each intake to reflect changes in CPF policy, IRAS guidance, MAS regulations, and the broader Singapore financial landscape.
Participant feedback
We collect written feedback after every programme and act on it. Our materials, pacing, and session structure have been refined through multiple cohorts of participant responses.
◉ What We Believe
Our values, stated plainly
Financial literacy is not a young person's concern. The decisions that shape a Singapore household's financial security most decisively tend to happen in the decade before retirement — CPF top-up decisions, SRS contributions, property equity choices, insurance reviews, early estate planning conversations. These decisions deserve careful, informed thinking. Bintang exists to support that thinking.
We believe in small rooms. A course of ten gives every participant the opportunity to ask the question they actually want to ask, not the one they feel safe asking in a crowd. It also allows the instructor to read the room and spend more time where the group needs it.
We believe written materials matter. Many adults absorb information more comfortably through reading than through slides. Our printed readers are designed to stand alone — they can be re-read at home, annotated, shared with a spouse, and kept for reference.
We believe there is no shame in not knowing. The financial landscape in Singapore is genuinely complex. CPF alone contains enough structure to occupy a careful reader for several weeks. There is nothing surprising about a capable professional in their late forties not knowing how the Retirement Sum Topping-Up Scheme interacts with their Basic Retirement Sum, or how the Supplementary Retirement Scheme affects their income tax position. Our programmes start from that acknowledgement and build from there, without condescension and without haste.
